The UK Supreme Court gave judgment today in the above case, holding by
a majority that the Welsh Assembly Bill was beyond the legislative
compotance of the Welsh Assembly and was in breach of Article 1 of
Protocol 1 to the European Convention on Human Rights.

Lord Thomas and Lady Hale agree that the Bill is beyond the compotance
of the Welsh Assembly and interferes with the rights of insurers under
Article 1 Protocol 1 of the ECHR, in that the Bill retrospectively
over-rides insurance contracts. They would otherwise have upheld the
compotance of the Welsh Assembly however.
